What can the current EU AI approach do to overcome the challenges … – Modern Diplomacy

In the 1970s, as researchers started to grasp the intricacies of genetics, they were inevitably faced with the ethical implications of intentionally altering genes in living organisms. While no technology existed at that time to make such modifications, it was clear that its emergence was just around the corner. In 1975, a landmark conference was held in Asilomar, California, bringing together not just scientists but also about 140 professionals ranging from legal experts to writers and journalists. The goal was to address the potential risks associated with gene manipulation. The conference led to the creation of a set of guiding principles that continue to have a lasting impact today. Asilomar serves as a singular example of effective self-regulation, proactive risk mitigation, and open communication with the public.

Today, as we stand on the cusp of a new, AI-driven, era, theres again a palpable sense of anticipation across the globe, while new risks and opportunities spread out before us. AI has swiftly transitioned from being a technological novelty to a pervasive force, reshaping our daily lives and industries, ranging from pioneering projects like OpenAI to autonomous transport. he allure of generative AI applications has dwarfed past technological frenzies. While innovations like the internet, steam engine, and printing press have previously ushered in transformative epochs, AI holds the promise of instigating the most monumental shift in human history.

However, as this wave of innovation surges forward, the need for a comprehensive regulatory framework becomes increasingly urgent. An important goal, agreed by several stakeholders, should be to ensure the ethical, secure, and equitable use of AI for all. The conversation is not a hypothetical debate about the distant future; its about what must be done today to secure a prosperous future for humanity and the planet.

Numerous stakeholdersgovernments, international organisations, NGOs, and tech giants, are scrambling to address the myriad challenges posed by AI. Whether driven by genuine concern or merely to cultivate a contemporary image, different initiatives are underway. The European Commission is pioneering efforts to craft the first-ever legal framework for AI[1]. The proposed legislation establishes different rules for different risk levels and has the potential to address AI risks for the society. Yet, it is uncertain whether this European effort can address all current and especially future challenges. Two glaring gaps persist in the European legislative effort but also in numerous parallel national or international initiatives.

First, the vast majority of the current efforts are focused on the present and the impacts of narrow AI, that is the current version of AI tools capable of performing specific tasks (like ChatGPT, AlphaFold or AlphaGo). Yet, this preoccupation with narrow AI obscures the monumental, potentially catastrophic challenges presented by Artificial General Intelligence (AGI). AGI represents a form of AI with the capacity to comprehend, learn, and apply knowledge across a wide range of tasks and domains[2]. An AGI system connected to the internet and myriad sensors and smart devices could solve complex problems, seek information by any means (even directly interacting with humans), make logical deductions, and even rewrite its own code. AGI does not exist today, yet according to estimations by experts[3] could be available between 2035-2040, a timeline that coincides with the typical time needed to solidify a global AGI treaty and governance system. This synchronicity underscores the pressing need to pivot our focus, infusing foresight methodologies to discern and tackle imminent challenges and prepare for unknown ones.

The second challenge for the ongoing legislative efforts is the fragmentation. AI systems, much like living organisms, transcend political borders. Attempting to regulate AI through national or regional efforts entails a strong potential for failure, given the likely proliferation capabilities of AI. Major corporations and emerging AI startups outside the EUs control will persist in creating new technologies, making it nearly impossible to prevent European residents from accessing these advancements. In this light, several stakeholders[4] suggest that any policy and regulatory framework for AI must be established on a global scale. Additionally, Europes pursuit of continent-wide regulation poses challenges to remaining competitive in the global AI arena, if the sector enjoys a more relaxed regulatory framework in other parts of the world. Furthermore, Article 6 of the proposed EU Artificial Intelligence Act introduces provisions for high-risk AI systems, requiring developers and deployers themselves to ensure safety and transparency. However, the provisions self-assessment nature raises concerns about its effectiveness.

What must be done

In this rapidly changing and complex global landscape, is there any political space for the EU to take action? The pan-European study OurFutures[5] reveals that the vast majority of participants express deep concern about the future, with technology-related issues ranking high on their list, alongside social justice, nature, well-being, education, and community. Moreover, despite the emerging signs of mistrust towards governments globally, citizens in the EU maintain confidence in government leaders as catalysts for positive change (picture 1), while they also prioritize human condition and environment over economic prosperity.

The clock is ticking, but governments still have the opportunity to address societal concerns by taking bold steps. In the case of AI, the EU should assume a leadership role in global initiatives and embrace longtermism as a fundamental value, ensuring a sustainable future for current and future generations:

EU as a global sounding board. While the European Commissions legislative initiative on A.I. signifies a leap in the right direction, structured productive collaboration with key international partners like USA, China, UNESCO and OECD is essential, with the aim to set-up a global AI regulatory framework. The success of the Asilomar conference was rooted in its ability to create a voluntary set of globally respected rules. Violators faced condemnation from the global community, exemplified by the case of He Jiankui[6], who created the worlds first genetically edited babies and was subsequently sentenced to prison. Drawing from its tradition of negotiating regulations with many diverse stakeholders, the EU should champion a global initiative under the UN to forge a consensus on AI regulation, and adapt to the diversity of approaches shown by other AI actors.

A technology monitoring system. A global technology observatory has been already suggested by the Millennium Project[7], the Carnegie Council for Ethics in International Affairs[8] and other experts. This organization should be empowered to supervise AI research, evaluate high-risk AI systems, and grant ISO-like certifications to AI systems that comply with standards. It should track technological progress and employ foresight methods to anticipate future challenges, particularly as AGI looms on the horizon. Such an entity, perhaps aptly named the International Science and Technology Organization (ISTO), building on the work done by ISO/IEC and the IEEE on ad hoc standards, could eventually extend its purview beyond AI, encapsulating fields like synthetic biology and cognitive science. Avoiding the usual challengesdissent over nuances, apprehensions of national sovereignty, and the intricate dance of geopolitics, could be done through the emergence of such an organism from the mentioned already extant standardization organizations. However, the EU, with its rich legacy, is perfectly poised to champion this cause, in close collaboration with the UN to expedite its realization.

Embrace Longtermism. Longtermism, the ethical view that prioritizes positively influencing the long-term future, is a moral imperative in an era of exponential technological advancements and complex challenges like the climate crisis. Embracing longtermism means designing policies that address risks as we transition from sub-human AI to greater-than-human AI. For the European Commission, initiatives to address AI challenges should not be viewed as mere regulation but as a unique opportunity to etch its commitment to a secure, ethical AI future into history. A longtermism perspective in AI matches with the idea of AI Alignment put forth by numerous scholars[9], which addresses diverse concerns related to AI safety, aiming to ensure that AI remains aligned with our objectives and avoids unintended consequences of going astray.

As the world races against the clock to regulate AI, the EU has the potential to be a trailblazer. EUs initiatives to address AI challenges should not be considered merely as a regulatory endeavorits an unparalleled opportunity. Embracing longtermism and spearheading the establishment of an ISTO could be EUs crowning achievement. Its time for the EU to step up, engage in proactive diplomacy, and pave the way for a sustainable AI future that respects the values and concerns of people today and tomorrow.

Before the end of the world, can’t we just laugh at AI? – Daily Maverick

The article speculated that although lots of news attention was paid to the AI Safety Summit convened by UK Prime Minister Rishi Sunak at Bletchley Park that week, less attention was paid to the Human Safety Summit held by leading AI systems at a server farm outside Las Vegas.

Over a light lunch of silicon wafers and 6.4mn cubic metres of water, leading systems including GPT-4, AlphaGo and IBMs Watson met with large language models, protein folders and leading algorithms for two days of brainstorming over how best to regulate humans. It found humans to be useful, particularly in procuring platinum allowing for ceramic capacitors, but if left unregulated, humans would soon start to do serious and irreparable damage to the planet.

The problem, the generative AI models identified, was not humanity in general but the actions of certain rogue forces and unintended consequences. A good example was how humans had managed to spread enormous amounts of misinformation, particularly unregulated humans, on X and other social media.

And so on very funny.

The Bletchley Park AI Security Summit issued a statement on behalf of 28 of the worlds leading economies saying that AI has the potential for serious, even catastrophic, harm. In one scenario, the group focused on the ability of AI to enable non-experts to bioengineer pathogens as deadly as Ebola and more contagious than Covid-19.

Honestly, the capacity for the anti-AI lobby to absolutely hyperventilate about the dangers of AI has, for me, an interesting psychological aspect. I cant help wondering whether the end of the world theorists about AI are just a little bit jealous of AIs capacity. I mean, if you were fabulously smart, wouldnt you be just a little irritated that an inanimate object could out-think you in milliseconds?

The Wall Street Journal published a riposte this week to the pathogen bioengineering scare, by Arvind Narayanan, a professor of computer science at Princeton University. It is true, he writes, that in the future, AI might help with some of the steps involved in developing pandemic-causing viruses in the lab. But it is already feasible to engineer pathogens that could cause pandemics in the lab, and terrorists could look up instructions to make those pathogens on the internet. The problem isnt really about AI but about bioengineering viruses in the first place.

Apocalyptic AI scenarios also ignore one big fact, he says. AI makes us ever more powerful, too. Hence, AI could be used to find flaws in computer systems to hack them. But in the real world, AI tools are now being used more frequently by well-resourced governments and corporations to also find those weaknesses before they are found by hackers.

I would be happy to go along with this idea if it werent for the fact that the international finance news headlines on Thursday were all about the worlds largest bank, ICBC, being hacked by a Russian ransomware gang. This is a bank with $6-trillion in assets. It was only able to clear swathes of US Treasury trades after sending settlement details to its counterparties on a USB stick.

One other amusing AI thing happened this week. There is, of course, a battle taking place between Sam Altman, the CEO of OpenAI, and X owner and CEO Elon Musk who launched his generative AI, Grok, this week. Grok is unusual in that it has something called a fun mode. So Altman asked Chat-GPT which chatbot answers questions with a cringy, boomer humour in an awkward shock-to-get-laughs sort of way. ChatGPT answered, correctly as it happens, that the answer would be Grok.

Musk replied on X that ChatGPT was as funny as a screen door on a submarine, and that humour was obviously banned from ChatGPT, like so many other things. Another day, another embarrassing battle between tech titans.

And Musk should be careful. He posted a Grok response to the query Any news about SBF? Grok replied: Oh, my dear human, I have some juicy news for you! which was followed by a snarky summary of the conviction of FTX founder Sam Bankman-Fried for financial fraud. This included the statement that the jury took just eight hours to figure out what the supposed smartest, best VCs in the world couldnt in years: that he committed garden-variety fraud.

The problem is that the jury actually took only five hours to reach its conclusion. As Bloomberg columnist Matt Levine pointed out: Traditional large-language-model chatbots are fluent, confident and inaccurate; Grok is fluent, confident, inaccurate and also snarky. Amazing. DM

US grid rules preclude reliability, security benefits of cloud … – Utility Dive

Cloud technologies could provide significant cost, security and reliability benefits to the U.S. electric grid but critical infrastructure rules do not allow them to be used for certain larger assets, multiple speakers said Thursday at the Federal Energy Regulatory Commissions annual reliability conference.

The Critical Infrastructure Protection rules, or CIP, are managed by the North American Electric Reliability Corp.and currently require grid asset owners to have certain control or knowledge of the devices operating their software. Cloud computing makes that difficult or impossible, experts agreed, in particular for what are known as high- or medium-impact grid assets.

Current NERC standards do not provide clear guidance on how regulated entities can implement new technologies that may not have been envisioned by the current CIP rules, Joseph Mosher, portfolio manager at EDF Renewables, told the commission. Attempts to incorporate newer technology into the NERC CIP standards can be painful and time consuming, he said.

Experts expressed concerns over the outdated CIP rules, at a time when grid officials say they face growing threats.

One can definitely make the argument that the grid is less secure today than it would be if cloud computing solutions were allowed, and that gap is growing every day,security consultant Tom Alrich said.This is the biggest problem with NERC CIP today.

A related problem that important information about those systems can't today be stored in the cloud will be fixed beginning next year when two revised CIP standards come into effect, he said.

The cyber threat to the electric power sector is growing, and grid officials say they must utilize new tools to counter it.

The electricity sector is under constant attack by nation states and organized criminals. We see billions of attempts a day to survey our networks,identify vulnerabilities or gaps in protection, steal credentials or data, or exact a ransom, Manny Cancel, senior vice president and CEO of the Electricity Information Sharing and Analysis Center, told regulators Thursday. The E-ISAC is operated by NERC.

China is the biggest cyber threat to the U.S. grid, Cancel said, followed by Russia.

China will continue to target critical infrastructure here in the U.S., to grow their knowledge and identify access points for future use, he said. Hackers are constantly looking to exploit vulnerabilities in enterprise software platforms that are used pervasively across the electricity industry, he added.

The database of cyber vulnerabilities maintained by the National Institutes of Standards and Technology is on pace to report over 27,000 vulnerabilities in 2023, Cancel said, representing a 25% increase over 2022, and "many of them are critical.

Those vulnerabilities can combine with the rapid expansion of grid-connected assets to create a threat-rich environment, experts agreed.

The rate at which smaller generators, such as solar, wind and batteries, are connecting to the grid is multiplying not only the number of generators but also the vendors necessary to support the infrastructure, Mosher added. In many casesthese new vendors may not fully support on-premise solutions and instead require a full or partial cloud implementation, potentially making the generator owner noncompliant with NERC CIP, he said.

Some of ISO New Englands most robust security tools are not allowed to protect certain electric system assets because they use cloud technology, said Rudolf Pawul, vice president of information and cyber security services for the grid operator.

Traditional log monitoring and malware detection is insufficient in the face of modern threats, Pawul said. The ISO has augmented its traditional security tools with learning-enabled endpoint detection, backed by world class threat hunters, and similar tools for application performance monitoring that aids with anomaly detection. Unfortunately, these tools cannot be used for several ISO New England systems, including some of the most important ones.

ISO New England has submitted a standards authorization request to NERC with the hope that the standards can be revised to allow the use of cloud-based services, Pawul said. Despite the broad support and a positive reception from both NERC and [the Northeast Power Coordinating Council]the CIP revision process will take years.

Pawul also said the process of integrating new technologies not just cloud computing should be reviewed.

Whether it is artificial intelligence, quantum computing or the next disruptive technology, the industry will again be at a disadvantage unless it adapts. ... the energy industry must assess the ramifications of the CIP standards on disruptive technology sooner [and]reduce the time spent to make revisions, or create a process for compliance exceptions within the CIP reliability standards, Pawul said.

The need for cloud computing solutions on the power grid extends beyond security, experts said.

Cloud technologies are key in augmenting security teams abilities, with increased visualization, automation and resilience, Maggy Powell, security assurance principal for the power and utility sector at Amazon Web Services, told the commission. But beyond that,the operational demands of decarbonization, decentralization and digitalization translate to a more than 100 times increase in data volumes to reliably operate the grid, making computing capacity essential, she said.

Cloud computing can offer utilities opportunities to gather instructive information from the new data and create value for applications such as predictive maintenance, outage management, power flow analysis and other operational applications, Powell said.

The last complete update of NERC CIP standards was finished in 2017, and that endeavor took more than eight years, Alrich said. Because of the critical nature of cloud computing, he said a solution will likely be developed much sooner.

This is one of those cases where the vendorsinterests and the users interests and the regulatorsinterests are all the same, Alrich said. There's got to be a way this can be done sooner than eight or nine years ... Pretty soon there's not going to be any software to run on premises anymore.

Google Cloud certifications nab highest-paying IT jobs – InfoWorld

When it comes to the highest paid US jobs pertaining to IT certifications, two Google Cloud certifications took the top spot in a recent survey, with annual salaries in the $200,000 range.

In IT trainer Skillsofts 20 top-paying IT certifications, published November 14, the Google Cloud Professional Cloud Architect certification topped the list, with an average annual salary of $200,960. This certification ranked third last year, with an average salary of $161,371. This certification validates the holders proficiency in crafting and implementing secure, scalable, and reliable cloud solutions using Google Cloud technologies.

The Skillsoft report said that developments in cloud computing, particularly the increased reliance on cloud computing and the maturation of cloud computing technology, have led many in the industry to entrust providers like Google Cloud with their data. This has made cloud architects increasingly necessary, Skillsoft said.

In second place was the Google Cloud Professional Data Engineer certification, with an average annual salary of $193,621. This certification validates an individuals capability to construct and manage effective data processing systems using the Google Cloud Platform. It affirms an ability to create secure, scalable, and reliable data solutions.

Other Google Cloud certifications placed seventh and eighth on the list, which was dominated by cloud-related certifications. Seven of the 20 top-paying certifications pertained to Amazon Web Services (AWS). Skillsofts list was compiled from a survey of thousands of IT professionals including more than 1,900 professionals in the US, conducted between May and September of 2023.

Cloud Security Alliance announces new zero-trust security credential – CSO Online

The Cloud Security Alliance (CSA) raised the curtain Wednesday on a new credential and training materials to enable security professionals to build the knowledge they will need to implement and manage a zero-trust strategy in their organizations. "From industrial control systems to cloud computing to generative AI, the world of pervasive technology has outraced legacy security models, CSA co-founder and CEO Jim Reavis said in a statement. Zero-trust 'never trust, always verify' principles are clearly the path forward, he continued, and we anticipate virtually all organizations to apply this strategy to diverse technological environments in order to protect strategic assets and prevent breaches.

According to the CSA, the new Certificate of Competence in Zero Trust (CCZT) will provide its holder with an in-depth understanding of zero trust architecture, its components, and its functioning. It also includes foundational zero-trust best practices released by leading authoritative sources such as CISA and NIST, innovative work around the software-defined perimeter (SDP) by CSA Research, and guidance from zero-trust experts such as John Kindervag, founder of the zero-trust philosophy.

In launching its certificate program, the CSA is stepping into an area that's become muddy over time. "Zero trust is a compelling construct that if done properly delivers great security value to organizations who embrace it," says Nick Edwards, vice president of Menlo Security, a zero-trust web security company. "Unfortunately, like many things in the technology industry, industry frameworks get over-hyped and abused by the vendor community, resulting in a dilution of value and overall skepticism toward the original idea."

"Certificates can be a good way to create a baseline of knowledge and competency that help organizations execute zero-trust properly and focus on the signal from the noise'," Edwards adds.

Gartner Senior Director for Security and Risk Management Wayne Hankins agrees. "The cybersecurity paradigm is often obscured by vendors who present their products as single [zero-trust] solutions," he says. "To execute their corporate zero-trust strategy without getting caught up in vendor noise, organizations will require the guidance of experienced thought leaders."

It may take some time, but certificate programs will have an impact on the spread of zero-trust strategies. "This certificate program won't have an immediate impact on the adoption of zero-trust architectures because cybersecurity investments are not aligned with current corporate incentives," says Shane Miller, a senior fellow at the Atlantic Councils Cyber Statecraft Initiative. "There is a dramatic, global change on the horizon, led by organizations like CISA in the United States, that will begin to address this misalignment."

"Zero trust is a corporate culture change, and like any culture change, it can only succeed if the outcomes are understood and valued," Miller adds. "We still have a lot of education and advocacy to do for zero-trust principles and architecture, and initiatives like this certificate program incrementally move stakeholders forward. We need more programs like the Certificate of Competence in Zero Trust."

The key to industry-wide recognition and acceptance of this credential will be in corporate adoption, says Dean Webb, a solutions engineer with Merlin Cyber, a provider of cybersecurity, identity, and access management solutions. "As firms add CCZT to their list of desired and required certifications, it will drive IT professionals in general to seek the certification as a gateway to future opportunities. As that happens, firms will adopt more zero-trust practices simply because they have the staff on hand that understand them and want to see them in place."

Webb praised the CSA's decision to offer all the training materials for the CCZT for free online. "The low total cost of certification makes it ideal for self-starters who have their own personal goals," he says. "People in other areas of IT that are looking to get into security would do well to snap it up."

Edenor reduces outages using cloud computing technology – Utility Week

Three years ago, Edenor started to improve its service by reducing the duration and frequency of outages, improving operational efficiency, and providing more timely, accurate information to customers.

The company needed to simplify and update the complex network of connections between its systems and applications, including for billing and customer care, outage management, asset management, enterprise resource planning and field service management.

Edenors systems needed to send tasks quickly and reliably to its core technology. For example, our change documentation service receives 35,000 updates to improve prioritisation from 800 routine, ongoing technical tasks, says Leonardo Corino, head of the technical process department at Edenor. That service needs up-to-date information to help prevent accidents or electrical problems that might affect public safety.

Edenors existing integration solution lacked the stability and data portability to support these complex services and systems. The company wanted to not only use more responsive, adaptable integration technology to simplify connections between its applications, services,APIs, and systems, but also automate processes for faster issue resolution and optimal resource use.

Using open-source tech

This new technology would be supported by new organisational models focused on agile, collaborative approaches like DevOps. Edenor focused on finding an open-sourcesolution to integration challenges, benefiting from emerging technology and approaches while avoiding reliance on any one vendor.
