6 Poems to Inspire Sacred Contemplations of the Everyday – Tricycle

The experience of reading a poem is a meditative experience in and of itself. As author John Brehm writes in The Dharma of Poetry, to enter a poem is to shift out of everyday consciousness. . . to step out of the ongoing flow of experience and look at it. A poem inspires a moment of pause in which we can engage in an imaginative activity that has no practical value.

Poet Chase Twichell reflects that the process of writing her collection The Ghost of Eden was not unlike the work required in zazen. . . it involved a concentration of mind and a letting go of thought. When we approach poetry with a meditative mind, we can practice the deep listening necessary to let language itself speak. We are invited to, as Twichell encourages her students, regard each poem as a chance to trick ourselves into a new perception, or even surprise ourselves into saying things we didnt think we knew.

In honor of National Poetry Month, weve collected a selection of poems published in Tricycle over the years that embody the deep and fruitful relationship between meditative practice and poetic inquiry.

Dig deep to find employees during Great Resignation – Times Union

Im getting a great deal of questions regarding workforce shortages. The causes are multi-layered- from the Great Resignation to the child care crisis to the Silver Tsunami. HR professionals have been warning about impending shortages for years. What can be done to better attract, recruit and retain talent in a tight labor market?

Humans have an amazing ability to turn adversity into creativity. There are many strategies to improve the chances to attract good workers, who have multiple offers coming in. Companies should see workforce shortages as an opportunity to reinvent their hiring practices. There is visible proof that only the best companies are winning over talent.

First, employers need to stop and ask, Would I work here? What is the workforce saying about my company? What is my companys reputation from employees perspective?

Realize that job seekers talk. A recent applicant refused a companys offer after learning the best friends dad worked there and was being treated poorly. I remember a law firm that had a tough time adding attorneys because of the managing partners terrible reputation and unusually high turnover.

Yet some companies report getting lots of resumes. How? Word on the street is they are a great company to work for. One that comes to mind is a food service and retail operation- the same industry having some of the highest job vacancy rates. Applicants tell us, Ive been waiting for an opening there. Word is they treat people fairly and pay well. Employers can use the presentation they provided to banks and turn that same sell towards recruiting. In the same way a banker is convinced to invest in their company, the message can be used to convince applicants to invest in them too.

Happy employees are a business greatest marketing device. Plus, good companies make sure they pay competitive wages and benefits, sometimes above market. They also make sure their website looks and feels like life at work. If your company is promoting diversity, make sure the website reflects it. The job posts need to be intriguing and inviting. Use social and other forms of media ads.

In todays world, be sure to add remote, hybrid or onsite next to the job post title. Job seekers are looking for this! If your companys employees work remotely, the good news is geography doesnt matter. Widen your net by placing postings in nationwide sites.

The hiring process needs to be examined to streamline, improve, and shorten it. Use of Applicant Track Software (ATS) can help greatly. The system helps filter candidates, takes notes, can grade the applicants, and maps out the next steps. If the process is too lengthy, there is a pretty good chance the candidate will be gone before your organization gets around to deciding. And dont ghost candidates. Thats another reputation a business can mitigate. Make sure there is a resume receipt letter and be sure to tell each candidate when a decision has been made.

Rotate and post jobs continually. Save all the runners-up and resumes in the ATS for future consideration in your company. Build your own applicant database.

To prevent candidates ghosting you, youll need to take nothing for granted. Ask them if they are expecting any other offers. Tell them why they should stick to their decision. Stay in constant communication with the new hire while on their notice period. Ask them to contact you if anything changes. Remind them on Friday the start date is this Monday at 8 a.m.

This is the start of the hiring process, not the end. Every company needs to have a fabulous orientation program. Make the new hire feel welcomed. Take all measures to acclimate them into the company. HR people call this a bonding moment aiding retention. The new hire is evaluating you just as frequently as you are evaluating them.

Train your managers! Ive seen the hiring or front-line manager totally blow up all the good work done to securing a new hire. Then live up to your reputation. Job seekers tell me they stay because the job met expectations. The job was actually better than the job description. Everyone is treated fairly and measured consistently. They have a chance to be heard and see how they fit in.

In a tight job market, employees have lots of choices. Its always the talent that leaves, not the under performers. Those people will stick with you until you do something about them. Implementing these tips will better your chances to secure workers that others are going after. Spell out why they should choose you. Be the Employer of Choice!

VMware to offer fully managed cloud storage-as-a-service – SiliconANGLE News

VMware Inc. today is breaking out the technology it uses for its Cloud Disaster Recovery service and selling it as a cloud storage service.

Cloud Flex Storage is described as a scalable, elastic and cloud-native offering that is fully managed by VMware and delivered with pay-as-you-go pricing on the VMware Cloud on Amazon Web Services Inc. infrastructure. Customers can provision the storage quickly in the VMware Cloud Services Console without adding hosts and adjust their storage capacity as needed.

This is about scalability and elasticity with scaling disaggregated so you dont have to add more hosts to get more storage capacity, said Mark Chuang, head of product marketing for cloud storage and data.

The elimination of the need to add hosts is important because VMware has always sold cloud storage on a hyperconverged infrastructure model that required customers to buy additional central processing unit capacity in order to get more storage space.

The service is built on a Log-Structure Filesystem that was developed by Datrium Inc., which VMware acquired in July 2020. Its two-tier design has both an immutable layer and a caching layer based on high-performance Non-Volatile Memory Express drives with an object storage back end built on AWS S3 storage service. This enables both speed and data protection and is optimized for uses such as backup, disaster recovery, ransomware protection and data recovery, VMware said.

Currently available as a preview edition for approved customers, VMware Cloud Flex Storage supports the lifting and shifting of virtual machines without the need to rework the data layer or re-architect the storage design, a time-consuming process that is typical of cloud migrations.

Customers that use both VMwares vSAN on-premises storage services can use Cloud Flex to spread their data across all three storage platforms and manage it with the VMware vCenter console.

The company said it plans to deliver the same storage option across multiple clouds and to enable multidimensional scaling of compute, performance and storage capacity as well as adding data management and data reduction capabilities across multiple regions.

The vision is to concentrate on supporting a broad set of workloads with different performance characteristics as well as data types, Chuang said. The initial offering is limited to network filesystem data and does not support such advanced data management functions as cloning and snapshotting.

This release also doesnt support use by cloud-native containers, although that is on the roadmap, Chuang said. Customers can provision up to 400 terabytes of usable capacity per data store, with data encrypted at rest.

A key design intent is to make this a cost-effective but high-performance option, Chuang said. We believe it can be more cost-effective than vSAN storage because it can add storage capacity without needing to also add compute capacity.

Asked if that meant Cloud Flex could eventually supplant vSAN, Chuang said there are plans to so that to meet different application requirements but VMware isnt sharing any timing details at this time.Today it is supplemental to vSAN but we do envision a scenario of being able to enable diskless hosts with Flex Storage as the primary storage offering, he said.

VMware declined to say when the preview will end or additional cloud platforms supported. Pricing was also not announced.

Cloud-based Services That Enable File Uploads in Your Website’s Forms – techPresident

If you have a website for your business, you undoubtedly want people to be able to upload files through your forms. It could be an image, a PDF, or some other document. Under normal circumstances, you would have to set up a server to handle these file uploads. Fortunately, there are now cloud-based services that enable you to do this without setting up your server. Uploading files via cloud-based services comes with various benefits. It can save you time and money, and it can also be more convenient for your users. This blog post will look at some of the cloud-based services that enable file uploads in your websites forms.

Uploader.io is a cloud-based file uploader that enables you to add file upload functionality to your websites forms without setting up a server. It offers a free plan to receive up to 2GB of data per month. Uploadersupports various file types, including images, PDFs, and Word documents. It also offers a variety of features, such as the ability to specify uploaded file types, set maximum file sizes, and enable password protection.

There are several reasons why you might want to choose uploader.io for your websites file uploading needs:

On the downside, Uploader.io doesnt offer much storage space on its free plan. If you need more than 2GB of storage, youll have to sign up for a paid plan. Also, Uploader.io doesnt offer any customer support. So if you run into any problems, youll have to figure them out on your own.

Uploadcare is a simple and reliable cloud storage and file management servicethat makes it easy to store, share, and manage your files online. With uploadcare, you can easily store or share any files and access them anywhere with an internet connection. Whether youre looking for an easy way to store your photos and videos online or need a secure solution for managing your business files, uploadcare has you covered.

You will never run out of reasons to choose Uploadcare:

Uploadcare has disadvantages of its own, however. First, the free plan has limitations, such as a maximum file size of 5MB per file. If you need to upload large files, youll have to sign up for a paid plan. Second, Uploadcare doesnt offer telephone customer support, but you can reach them by email or chat.

Pcloud is a cloud storage service that offers a free plan with 10GB of storage space. It supports various file types, including images, PDFs, and Word documents. Pcloud also offers a variety of features, such as the ability to specify uploaded file types, set maximum file sizes, and enable password protection.

There are several reasons why you might want to use Pcloud for your websites file uploading needs.

It also has some not-so-great features. One, it has a limited free plan. Two, paid plans are a bit on the expensive side. Additionally, you do not get telephone support with Pcloud- you can only reach them through email or chat.

Cloudinary is a cloud-based image management platform that provides capabilities for uploading, managing, and delivering images and videos. Cloudinary offers a simple yet powerful API for quickly transforming uploaded media into your desired formats, sizes, and qualities. Additionally, Cloudinary provides comprehensive security features and an intuitive administration console to help you easily manage your media assets. With Cloudinary, you can focus on developing your applicationrather than worrying about the intricate details of image management.

Cloudinary has many advantages that make it stand out from the other services. For example, it offers a very generous free plan with 2GB of cloud storage space. It also supports a wide range of image file types for your image processing needs. And finally, Cloudinary has several features that can be very useful, such as the ability to specify image file types and set maximum file sizes.

However, it also comes with a few disadvantages. For one, it doesnt offer customer support. So if you run into any problems, youll have to figure them out on your own. Additionally, Cloudinary doesnt offer much storage space on its free plan. If you need more than 2GB of storage, youll have to sign up for a paid plan.

Have you ever wished you could access all your files from any device, anywhere? Well, now theres a service that can make that happen. Sync.com is a cloud storage platform that keeps your files syncedbetween your devices. You can even share folders and files with others, making collaboration a breeze. Plus, Sync.com is secure, so you can rest assured knowing your data is safe.

There are many reasons to use Sync.com for your websites file uploading needs.

In terms of disadvantages, Sync.com doesnt offer customer support. So if you run into any problems using the service, youll have to figure them out on your own. Additionally, the free plan doesnt offer a lot of storage space. If you need more than 5GB, youll have to sign up for a paid plan.

MediaFire is worth checking out if youre looking for a great place to store your files. With tons of storage space and aneasy-to-use interface, you cant go wrong with this online service. Plus, there are no complicated setup procedures or hidden fees its as easy as can be! So if youre in the market for a reliable online storage solution, be sure to check out MediaFire. You wont be disappointed.

MediaFire comes with a very generous free plan with 10GB of storage space in terms of advantages. It also supports a wide range of file types for your file sharing needs. You may also find the wide range of features useful, such as specifying uploaded file types and setting maximum file sizes.

As for disadvantages, you may have some problems getting in touch with MediaFire customer support. So if you run into any issues using the service, youll have to figure them out on your own. Additionally, MediaFire doesnt offer a lot of storage space on its free plan. If you need more than 10GB of storage, youll have to sign up for a paid plan.

With so many options available for you, we can all agree that not all services are the same. It would be best if you had something that would offer you the most bang for your buck while also being easy to use. Here are some factors you should consider before settling on a cloud-based file upload service:

The first thing you should consider is the pricing. Many services offer a free plan, but they come with various limitations. For example, some free plans only offer 2GB of storage space. So if you need more than that, youll have to sign up for a paid plan. Check out the different pricing plans each service offers before deciding.

Next, youll want to consider how much storage space you need. Some services offer a lot of storage space on their free plans, while others only offer a few gigabytes. If you need more than whats offered on the free plan, youll have to sign up for a paid plan.

Youll also want to look into the file types supported by the service. Some services only support a handful of file types, while others support a wide range. Check out which file types are supported before making your decision.

The maximum file size is another crucial factor. Some services limit the size of files you can upload, while others dont. If you operate a website that deals with large files, youll want to make sure the service you choose doesnt have a limit on file size. However, you may need to pay more to get a service that doesnt have a limit on file size.

Data security is a priority for many businesses. When it comes to filing sharing, youll want to make sure the cloud service you choose has data encryptionand password protection. You should also check the services terms of use to see how they handle data security.

The service should be easy to use, especially if youre not tech-savvy. Look for a service thats user-friendly and has a simple interface. That way, you can easily upload and share files without any problems.

Finally, youll want to look at customer support. Some services have great customer support, while others dont. If you run into any problems using the service, youll want to make sure you can get in touch with customer support. Otherwise, you may have to figure out the problem on your own.

There are many reasons you might need a cloud-based file upload service. Perhaps youre looking for a way to share files with clients or colleagues. Maybe you need a place to store backups of your important data. Or maybe you want an easy way to share photos and videos with friends and family. Whatever the reason, there are many reasons to get one.

There are many reasons to get a cloud-based file upload service. It offers great convenience, a great way to share files, a great way to store backups, and a great way to save money. It would help to consider why you need a cloud-based file upload service. Once you know why you need a cloud-based file upload service, you can research the different services available. The best services include Uploader, UploadCare, Pcloud, Cloudinary, and MediaFire.

How to clear up space on your iPhone when you’re running out of storage – The Verge

Our iPhones are so much more than just phones. Sure, theyre where we store our photos, books, music, and movies, but they also have the apps we use daily for work, socializing, ordering groceries, transportation, managing finances, and even our health. Used for so many different things, its easy to quickly take up all of the phones storage which can become a nightmare.

But dont panic. If youre on the verge of running out of space, youre not doomed, and you dont necessarily need to delete every photo or upgrade your phone. Here well guide you through nine things you can do to create space, many of which are free, quick, and easy.

Check whats taking up the most of the space on your iPhone by heading to Settings, clicking on General, and tapping iPhone Storage. There, youll find a helpful breakdown of the files, media, and apps eating up your space so you can start working on deleting accordingly. At a minimum, aim to delete at least 2GB of storage, so youll have space to install more apps and take photos.

In all likelihood, youll soon find that photos and videos are gobbling up a good chunk of your space. If you dont want to delete these forever, back up your photos and videos to a cloud storage service, like Apples iCloud (you can learn exactly how to do that here). That way, youll still have copies of your memories safely stored away before deleting them from your iPhone.

Be mindful, however, that while the first 5GB of iCloud storage is free, youll have to pay 99 cents every month for up to 50GB. There are also other, more expensive plans available if you need more space, which you can learn more about here.

After you delete the photos, you should also be aware that the Apple stores pictures you deleted in the past 30 days are in the Recently Deleted folder in your Photos app and will still be taking up space, so make sure you delete them there, too. You can do that by heading to the Albums tab and looking for Recently Deleted. Tap the Select button in the upper right corner and click on Delete All.

You can also set up your iPhone so that it saves smaller photos while storing the original, larger resolution images in iCloud, thus saving space. Under Settings, head to Photos and make sure theres a checkmark next to Optimize iPhone Storage to turn that option on.

If you dont have time to decide what to delete or back up to iCloud, and you just want a quick and easy way to start freeing up some space, head on back to Settings, tap on General, and click iPhone Storage. When youre there, click on Review Large Attachments, which is located below the color-coded bar that shows how much storage apps, photos, the system, and other settings are taking up. Here, youll see a list of photos and videos youve sent or received in messages, which you can delete by placing your thumb on one, swiping to the left, and clicking the red Delete button.

Prioritize getting rid of the first couple at the top, which will likely be videos, as those occupy the most amount of storage. In my experience, I have found that deleting these sometimes gives me just the bit more storage I need if Im on the go and dont have a lot of time to think through which apps, photos, or videos I really dont need anymore.

On the topic of text messages, click on your Messages app and delete old conversations you dont need anymore. Your iPhone can also automatically delete messages if youd like. Just head to Settings, scroll down and tap on Messages, and then click on the Keep Messages option under Message History. There, youll be able to choose whether youd like your phone to keep messages for 30 days, one year, or forever.

When you do have the time, you should definitely delete or offload apps you no longer want or use. Apple conveniently shows you the last time you used certain apps when you head to Settings, select General, and click iPhone Storage, so that can help make this process faster and easier.

If you dont want to lose data associated with the app, you can offload them instead. By doing that, your documents and data will still be available when you reinstall it. To offload, you just need to head back to Settings, click on General, and once again tap on iPhone Storage. Click on the app and select Offload App.

While youre at it, prevent your iPhone from running out of space in the future by heading to the App Store option under Settings and toggling on the Offload Unused Apps switch.

Back in the day, when I had an ancient 32GB iPhone and constantly ran out of storage, I had no choice but to delete pretty much all of my apps. It made me realize there were a few I only used because they stored certain files I needed, like Google Drive.

It dawned on me that I could instead just add links to the files I needed to my home screen, so I could access them as if they were apps instead. In fact, it was even easier and faster to access those files this way, rather than constantly opening up and digging through Google Drive for them. I started adopting this approach to other apps, too, adding links to news sites instead of using news apps, for instance, which saved me some space.

So if theres information you can easily look up on the web or with a Google search, you may want to consider adopting this approach. Just use your Safari app to head to the site, go to the bottom of the screen and click on the square icon with an arrow inside, then click on the Add to Home Screen option located towards the bottom of the list. Tap on Add, and then you should be able to find it somewhere on your screen.

Sometimes whats taking up the most amount of storage are the data and documents stored within an app on your phone. You can find out if thats the case by once again heading to Settings > General > iPhone Storage and then clicking on an app. A page will appear that tells you how much space is taken up by both Documents & Data and the App Size itself. Thats information you can use to, say, delete ebooks youve finished reading, close tabs in your browser, or remove specific podcast episodes you no longer need, as opposed to getting rid of the entire app itself.

Deleting apps, photos, and videos will free up a good chunk of your storage, but clearing your web browser cache can also give you a bit more space if youre in a crunch. Just note you will be signed be out of websites if you go down this route.

If youre a Safari user, head over to Settings > Safari > Clear History and Website Data clear your cache.

There are a few more steps involved if you use Google Chrome. First, open up the browser and click on the three dots at the bottom. Tap on History > Clear Browsing Data, where youll see a list of what you can clear. Youll be able to select options that will let you delete browsing history, cached images and files, cookies and site data, saved passwords, and autofill data or you can delete everything. You can also delete your browsing history from the last hour, the last 24 hours, a week, the last four weeks, or from all time by clicking the appropriate option under Time Range. After youve made your selections, click Clear Browsing Data at the bottom.

I rarely ever use Snapchat I only use it as a second camera and private storage space. I downloaded it once while traveling because I was just about to run out of local space to take pictures. Thankfully, despite the fact my iPhone storage was technically full, I was able to use Snapchat to take and store both videos and photos since the app saves its Memories in the cloud. So if youre on the go, this could be a good hack if you need to take pictures and dont have the time to clear up space.

Six Steps to Responsible AI in the Federal Government – Brookings Institution

There is widespread agreement that responsible artificial intelligence requires principles such as fairness, transparency, privacy, human safety, and explainability. Nearly all ethicists and tech policy advocates stress these factors and push for algorithms that are fair, transparent, safe, and understandable.1

But it is not always clear how to operationalize these broad principles or how to handle situations where there are conflicts between competing goals.2 It is not easy to move from the abstract to the concrete in developing algorithms and sometimes a focus on one goal comes at the detriment of alternative objectives.3

In the criminal justice area, for example, Richard Berk and colleagues argue that there are many kinds of fairness and it is impossible to maximize accuracy and fairness at the same time, and impossible simultaneously to satisfy all kinds of fairness.4 While sobering, that assessment likely is on the mark and therefore must be part of our thinking on ways to resolve these tensions.

Algorithms also can be problematic because they are sensitive to small data shifts. Ke Yang and colleagues note this reality and say designers need to be careful in system development. Worrying, they point out that small changes in the input data or in the ranking methodology may lead to drastic changes in the output, making the result uninformative and easy to manipulate.5

Algorithms also can be problematic because they are sensitive to small data shifts.

In addition, it is hard to improve transparency with digital tools that are inherently complex. Even though the European Union has sought to promote AI transparency, researchers have found limited gains in consumer understanding of algorithms or the factors that guide AI decisionmaking. Even as AI becomes ubiquitous, it remains an indecipherable black box for most individuals.6

In this paper, I discuss ways to operationalize responsible AI in the federal government. I argue there are six steps to responsible implementation:

There need to be codes of conduct that outline major ethical standards, values, and principles. Some principles cut across federal agencies and are common to each one. This includes ideas such as protecting fairness, transparency, privacy, and human safety. Regardless of what a government agency does, it needs to assure that its algorithms are unbiased, transparent, safe, and capable of maintaining the confidentiality of personal records.7

But other parts of codes need to be tailored to particular agency missions and activities. In the domestic area, for example, agencies that work on education and health care must be especially sensitive to the confidentiality of records. There are existing laws and rights that must be upheld and algorithms cannot violate current privacy standards or analyze information in ways that generate unfair or intrusive results.8

In the defense area, agencies have to consider questions related to the conduct of war, how automated technologies are deployed in the field, ways to integrate intelligence analytics into mission performance, and mechanisms for keeping humans in the decisionmaking loop. With facial recognition software, remote sensors, and autonomous weapons systems, there have to be guardrails regarding acceptable versus unacceptable uses.

As an illustration of how this can happen, many countries came together in the 20th century and negotiated agreements outlawing the use of chemical and biological weapons, and the first use of nuclear weapons. There were treaties and agreements that mandated third-party inspections and transparency regarding the number and type of weapons. Even at a time when weapons of mass destruction were pointed at enemies, adversarial countries talked to one another, worked out agreements, and negotiated differences for the safety of humanity.

As the globe moves towards greater and more sophisticated technological innovation, both domestically and in terms of military and national security, leaders must undertake talks that enshrine core principles and develop conduct codes that put those principles into concrete language. Failure to do this risks using AI in ways that are unfair, dangerous, or not very transparent.9

Some municipalities already have enacted procedural safeguards regarding surveillance technologies. Seattle, for example, has enacted a surveillance ordinance that establishes parameters for acceptable uses and mechanisms for the public to report abuses and offer feedback. The law defines relevant technologies that fall under the scope of the law but also illustrates possible pitfalls. In such legislation, it is necessary to define what tools rely upon algorithms and/or machine learning and how to distinguish such technologies from conventional software that analyzes data and acts on that analysis.10 Conduct codes wont be very helpful unless they clearly delineate the scope of their coverage.

Employees need appropriate operational tools that help them safely design and deploy algorithms. Previously, developing an AI application required detailed understanding of technical operations and advanced coding. With high-level applications, there might be more than a million lines of code to instruct processors on how to perform certain tasks. Through these elaborate software packages, it is difficult to track broad principles and how particular programming decisions might create unanticipated consequences.

Employees need appropriate operational tools that help them safely design and deploy algorithms.

But now there are AI templates that bring sophisticated capabilities to people who arent engineers or computer scientists. The advantage of templates is they increase the scope and breadth of applications in a variety of different areas and enable officials without strong technical backgrounds to use AI and robotic process automation in federal agencies.

At the same time, though, it is vital that templates be designed in ways where their operational deployment promotes ethics and fights bias. Ethicists, social scientists, and lawyers need to be integrated into product design so that laypeople have confidence in the use of these tools. There cannot be questions about how these packages operate or on what basis they make decisions. Agency officials have to feel confident that algorithms will make decisions impartially and safely.

Right now, it sometimes is difficult for agency officials to figure out how to assess risk or build emerging technologies into their missions.11 They want to innovate and understand they need to expedite the use of technology in the public sector. But they are not certain whether to develop products in-house or rely on proprietary or open-source software from the commercial market.

One way to deal with this issue is to have procurement systems that help government officials choose products and design systems that work for them. If the deployment is relatively straightforward and resembles processes common in the private sector, commercial products may be perfectly viable as a digital solution. But if there are complexities in terms of mission or design, there may need to be proprietary software designed for that particular mission. In either circumstance, government officials need a procurement process that meets their needs and helps them choose products that work for them.

We also need to keep humans in some types of AI decisionmaking loops so that human oversight can overcome possible deficiencies of automated software. Carnegie Mellon University Professor Maria De-Arteaga and her colleagues suggest that machines can reach false or dangerous conclusions and human review is essential for responsible AI.12

However, University of Michigan Professor Ben Green argues that it is not clear that humans are very effective at overseeing algorithms. Such an approach requires technical expertise that most people lack. Instead, he says there needs to be more research on whether humans are capable of overcoming human-based biases, inconsistencies, and imperfections.13 Unless humans get better at overcoming their own conscious and unconscious biases, manual oversight runs the risk of making bias problems worse.

In addition, operational tools must be human-centered and fit the agency mission. Algorithms that do not align with how government officials function are likely to fail and not achieve their objectives. In the health care area, for example, clinical decisionmaking software that does not fit well with how doctors manage their activities are generally not successful. Research by Qian Yang and her colleagues documents how user-centered design is important for helping physicians use data-driven tools and integrating AI into their decisionmaking.14

Finally, the community and organizational context matter. As argued by Michael Katell and colleagues, some of the most meaningful responsible AI safeguards are based not on technical criteria but on organizational and mission-related factors.15 The operationalization of AI principles needs to be tailored to particular areas in ways that advance agency mission. Algorithms that are not compatible with major goals and key activities are not likely to work well.

To have responsible AI, we need clear evaluation benchmarks and metrics. Both agency and third-party organizations require a means of determining whether algorithms are serving agency missions and delivering outcomes that meet conduct codes.

One virtue of digital systems is they generate a large amount of data that can be analyzed in real-time and used to assess performance. They enable benchmarks that allow agency officials to track performance and assure algorithms are delivering on stated objectives and making decisions in fair and unbiased ways.

To be effective, performance benchmarks should distinguish between substantive and procedural fairness. The former refers to equity in outcomes, while the latter involves the fairness of the process, and many researchers argue that both are essential to fairness. Work by Nina Grgic-Hlaca and colleagues, for example, suggests that procedural fairness needs to consider the input features used in the decision process, and evaluate the moral judgments of humans regarding the use of these features. They use a survey to validate their conclusions and find that procedural fairness may be achieved with little cost to outcome fairness.16

Joshua New and Daniel Castro of the Center for Data Innovation suggest that error analysis can lead to better AI outcomes. They call for three kinds of analysis (manual review, variance analysis, and bias analysis). Comparing actual and planned behavior is important as is identifying cases where systematic errors occur.17 Building those types of assessments into agency benchmarking would help guarantee safe and fair AI.

A way to assure useful benchmarking is through open architecture that enables data sharing and open application programming interfaces (API). Open source software helps others keep track of how AI is performing and data sharing enables third-party organizations to assess performance. APIs are crucial to data exchange because they help with data sharing and integrating information from a variety of different sources. AI often has impact in many areas so it is vital to compile and analyze data from several domains so that its full impact can be evaluated.

Technical standards represent a way for skilled professionals to agree on common specifications that guide product development. Rather than having each organization develop its own technology safeguards, which could lead to idiosyncratic or inconsistent designs, there can be common solutions to well-known problems of safety and privacy protection. Once academic and industry experts agree on technical standards, it becomes easy to design products around those standards and safeguard common values.

An area that would benefit from having technical standards is fairness and equity. One of the complications of many AI algorithms is the difficulty of measuring fairness. As an illustration, fair housing laws prohibit financial officials from making loan decisions based on race, gender, and marital status in their assessments.

One of the complications of many AI algorithms is the difficulty of measuring fairness.

Yet AI designers either inadvertently or intentionally can find proxies that approximate these characteristics and therefore allow the incorporation of information about protected categories without the explicit use of demographic background.18

AI experts need technical standards that guard against unfair outcomes and proxy factors that allow back-door consideration of protected characteristics. It does not help to have AI applications that indirectly enable discrimination by identifying qualities associated with race or gender and incorporating them in algorithmic decisions. Making sure this does not happen should be a high priority for system designers.

Pilot projects and organizational sandboxes represent ways for agency personnel to experiment with AI deployments without great risk or subjecting large numbers of people to possible harm. Small scale projects that can be scaled up when preliminary tests go well protect AI designers from catastrophic failures while still offering opportunities to deploy the latest algorithms.

Federal agencies typically go through several review stages before launching pilot projects. According to Dillon Reisman and colleagues at AI Now, there are pre-acquisition reviews, initial agency disclosures, comment periods, and due process challenges periods. Throughout these reviews, there should be regular public notices so vendors know the status of the project. In addition, there should be careful attention to due process and disparate analysis impact.

As part of experimentation, there needs to be rigorous assessment. Reisman recommends opportunities for researchers and auditors to review systems once they are deployed.19 By building assessment into design and deployment, it maximizes the chance to mitigate harms before they reach a wide scale.

The key to successful AI operationalization is a well-trained workforce where people have a mix of technical and nontechnical skills. AI impact can range so broadly that agencies require lawyers, social scientists, policy experts, ethicists, and system designers in order to assess all its ramifications. No single type of expertise will be sufficient for the operationalization of responsible AI.

For that reason, agency executives need to provide funded options for professional development so that employees gain the skills required for emerging technologies.20 As noted in my previous work, there are professional development opportunities through four-year colleges and universities, community colleges, private sector training, certificate programs, and online courses, and each plays a valuable role in workforce development.21

Federal agencies should take these responsibilities seriously because it will be hard for them to innovate and advance unless they have a workforce whose training is commensurate with technology innovation and agency mission. Employees have to stay abreast of important developments and learn how to implement technological applications in their particular divisions.

Technology is an area where breadth of expertise is as important as depth. We are used to allowing technical people to make most of the major decisions in regard to computer software. Yet with AI, it is important to have access to a diverse set of skills, including those of a non-technical nature. A Data and Society article recommended that it is crucial to invite a broad and diverse range of participants into a consensus-based process for arranging its constitutive components. 22 Without access to individuals with societal and ethical expertise, it will be impossible to implement responsible AI.
