Poor Infrastructure, Electricity, Others Hampering Effectiveness Of e-Learning – Leadership News

As the federal and state governments are intensifying efforts to improve learning in public schools through e-learning platforms, LEADERSHIP findings have shown that the problems of poor infrastructure, slow internet access, erratic power supply, among others have been hampering the effectiveness of e-learning in the country.

The outbreak of COVID-19 impacted on global educational system thus further making technology an all-important tool in every teaching-learning environment. From global statistics, over 1.2 million children are out of school as a result of the effect of COVID 19. This strengthened the need for e-learning platforms across the globe, where teaching/learning is now being carried out remotely on digital platforms.

In Nigeria, the Federal Ministry of Education inaugurated a free e-learning website known as inspire.education.gov.ng for all levels of education to facilitate easy learning access. According to the ministry, the website could accommodate two million Nigerians at a time.

Last month, the Federal Executive Council (FEC) announced that it has approved N964 million for the provision of satellite-based education system equipment in three primary schools in each of the 36 States of the Federation and the Federal Capital Territory, Abuja in order to deepen e-learning in the country.

Recently, the Kaduna State government launched an E-learning portal known as Nigeria Learning Passport. Other states like Lagos have also introduced e-learning platforms for students in their states to further deepen access to quality education. However, LEADERSHIP Data mining department digs into factors hampering effectiveness of e-learning in Nigeria.

Poor Infrastructure

Research by LEADERSHIP Data mining department showed that with low ranking in infrastructure and internet accessibility, e-learning lacks the prerequisite technology to thrive in Nigeria. For many Nigerians, it appears governments approach to solving the problem falls below expectation.

For instance, some Nigerians have expressed skepticism on the N964 million recently earmarked for e-learning in the twilight of Buhari administration saying it may end up as another abandoned project. They said with the level of unstable and epileptic power supply in the country, it was not feasible to have a seamless e-learning programme running effectively in primary schools.

Erratic power supply is obviously one of the biggest setbacks to virtual learning in Nigeria. All devices used in the virtual learning process requires constant and a steady power supply to function. This irregular power supply denies students from properly utilising the already free installed wireless connection in their various schools.

Speaking at a webinar, the chairman, Governing Council National Open University of Nigeria (NOUN) and former executive secretary, National University Commission (NUC), Prof. Peter Okebukola, said the poor state of infrastructure in the country, the ill-readiness of the students and teachers, are affecting the use of technology in advancing teaching and learning across the country.

LEADERSHIP findings showed that at the base of e-learning is technical infrastructure development. Experts believe that with Nigerias poor infrastructural development, the prospect of e-learning remains a big hurdle to scale. Many said despite the fact that internet connectivity has come a long way globally, sub-Saharan Africa, particularly Nigeria is still struggling with poor internet infrastructure leading to high internet poverty.

Digital infrastructure in Nigeria is still very poor and where they exist, consumers do not enjoy high-speed internet due to the prevalence of mobile broadband. Statistics has shown that mobile broadband penetration in the country is at 40 percent below the global average rate of 56 percent

Information technology expert, Felix Ojo, said despite the impressive development of the Information and Communication Technology (ICT) following market liberalisation in 2000, the sector is under immense political and regulatory pressure. He said the detriment remains the inability of the country to effectively adapt to the demands of the time which has an adverse effect in deepening e-learning and its accompanying benefits.

Cost Of Data

This is another problem hindering e-learning in the country. Internet access cost in Nigeria is still very high. Nigeria has ranked 43rd among countries with exorbitant data charges globally.

This makes it difficult for students to afford the cost of data in Nigeria which is not pocket-friendly when compared to other countries. So many times, parents buy a data plan for their children but will not be able to account for what it was used for before it finishes. This really affect students, most especially, when the virtual learning involves online facilitation, online streaming etc. because all of these consumes a lot of data.

Network Coverage

A lot of students live in villages and rural areas with little or no network coverage at all. In most of the villages, they still make use of the 2G network. This stand as a hindrance of the virtual learning system which should require nothing less than a 3G-above network for greater efficiency.

Ease Of Location

For students who dont have smart phones to access the internet, they settle for using the various cyber cafes scattered around their areas. Most times, the experiences of such students are discouraging.

Why E-Learning Flops In Nigerias Public Universities

Stakeholders and technology experts said e-learning flopped in Nigerias public universities because of failure of successive governments to invest in technologies and to support infrastructure, quality network connectivity and inadequate training for lecturers and non-academic staff.

They also identified other stumbling blocks like epileptic power supply, erratic internet networks, limited access and penetration of the Internet. They added that most of the universities were ill-equipped for online education and that most students in public universities could not afford laptop, smartphone, or tablet, while public universities lacked the infrastructure, funding, flexibility and personnel to make a switch to online teaching at short notice.

They noted that private universities, compared to their public counterparts, were more modern in terms of laboratories, ICT and other teaching equipment, and were more flexible in governance and administrative structures.

IT experts and education stakeholders also said government needs to invest in infrastructure, while training and retraining lecturers and teachers on new technology applications to making the switch possible. They said the recurring problem of underfunding would not make e-learning work in the nations public universities.

Prof. Okebukola, who is also a professor of Computer Science Education, said the poor state of infrastructure in the country, the ill-readiness of the students and teachers, are affecting the use of technology in advancing teaching and learning across the country. He further explained that on e-learning, Nigeria has only 60 per cent state of e-readiness on the part of the students and 40 per cent state of e-readiness on the part of the teachers to adopt technology education. He however said the e-readiness state of secondary schools across the country is 30 per cent.

He projected that by 2027, 65 per cent of secondary school classes would be technology-based in order to drive e-learning across the country, while 65 per cent of classrooms and workshops at the university level, would also be technology-based, in order to enhance e-learning across Nigerian universities. He added that university teachers, including secondary school teachers, must be digitally literate and equipped in order to impart digital skills and drive e-learning in every learning environment.

Stakeholders want the federal government to find a way to reduce the cost of data, it could be in the form of subsidy for students and the academic staff. This, they said, will greatly encourage the adoption of e-learning system. Also, education stakeholders, want telecommunication companies to equally find a way to have the same spread of their network all around the country. This is believed will enable students both in the rural and urban areas have uninterrupted and stable network supply to access the internet at all time in any place of their choice.

Above all, what all Nigerians want is for the government to create an avenue where the entire country would enjoy a 24hrs uninterrupted power supply. This is expected to keep all the devices required for virtual learning up and running.

LEADERSHIP Data reports that the web became available in Nigeria in 1996 with full internet access by 1998, and by 2001, there were over 150 ISPs licensed by the Nigerian Communications Commission (NCC).

The Innovative Election Monitoring App Set To Redefine Transparency In Coming Elections – Digital Journal

2023 is just around the corner and it simply means that the Nigerian general elections are coming fast. Tech has penetrated several sectors and again its set to touch the electoral aspect of the country. Diligently built and innovatively structured by experts with over 35 years of combined experience in building tech solutions that are local and addresses the unique African terrain, Zabe continues to wow everyone at every single test-run. One of its features for instance, is the offline functionality for areas with poor coverage.

This effective election monitoring and reporting system was built to enable the average citizen to report from his community what is happening before, during and after elections and the live stats shows the likelihood of winning and losing for different parties at different points in time.

The Zabe 2.0 comes just in time as an upgrade to the successful Zabe app. The Zabe 2.0 includes a better precision in its cutting-edge data collection and processing system. Journey of the upanishads to the west – The New Indian Express

The Upanishads have been read by people from all over the world and translated into different languages. Great Western Philosophers like Arthur Schopenhauer and orientalists like Max Mueller were greatly influenced by the Upanishads. It is interesting to see how the Upanishads travelled to the west.

The eldest son of Mughal Emperor Shah Jahan and Mumtaz Mahal was Dara Shikoh, who lived from 1615 to 1659. Though he was made the crown prince, Dara Shikoh could not become the emperor as he was defeated, and later killed, by his younger brother Aurangzeb. Daras mother tongue was Persian, but from a young age, he was very interested in reading about the religions of the world in different languages. He assembled a team of Pandits in Varanasi for the first-ever translation of the Upanishads into a non-Indian language. The team prepared draft translations that were edited and polished by Dara. The book produced was called Sirr-i-Akbar (The Great Secret).

In 1775, Daras translation first came to the notice of western scholars when a copy was sent by the French resident at the court of Shuja-ud-daula, Nawab of Awadh, to Anquetil Duperron, a famous French traveller and translator. At that time, Persian was the most well-known Eastern language in Europe. Duperron translated the book from Persian into Latin. It was published under the name Oupnekhat.

When Arthur Schopenhauer read this, he was most impressed. He said, The Upanishads are the production of the highest human wisdom and I consider them almost superhuman in conception. The study of the Upanishads has been a source of great inspiration and a means of comfort to my soul. From every sentence of the Upanishads deep, original and sublime thoughts arise, and the whole is pervaded by a high and holy, and earnest spirit. In the whole world, there is no study so beneficial and so elevating as that of the Upanishads. The Upanishads have been the solace of my life and will be the solace of my death.

American poets Ralph W Emerson, Walt Whitman and Henry David Thoreau popularised Upanishads in America before they got a big boost by the visit of Swami Vivekananda. Nobel Prize-winning physicist Erwin Schrodinger said that most of his ideas and theories were heavily influenced by Upanishads. Scientists Niels Bohr and Nikola Tesla and astronomer Carl Sagan were also fans of the Upanishads.

Another Nobel Prize-winner physicist, Heisenberg, who is known for his uncertainty principle, visited India and had long talks with Tagore, which convinced him that his ideas about Quantum Physics were not as crazy as they sounded! Upanishads have a universal appeal that transcends the boundaries of east and west.

The position requires a wide range of scientific and technical skills. The successful candidate will be required to study ultracold quantum phenomena, so this person must be familiar with quantum measurement, quantum dynamics, etc. The successful candidate must also be able to work with ultrahigh vacuum technology, design and build custom electronics (including embedded circuits), assemble optical systems, build diode lasers, work safely with high voltages, machine mechanical parts, and operate lab plumbing. Additionally, the successful candidate must be skilled at leading small teams of capable scientists and training new students to be technically proficient. The successful candidate must also be adept at scientific writing.

Data science and AI: drivers and successes across industry – Information Age

Data science, alongside AI, has been a key disruptor across multiple industries.

Heather Dawe, UK head of data at UST UK Data Practice, discusses how data science and artificial intelligence (AI) are driving digital transformation success across sectors

The pandemic accelerated a phenomenon that was already taking place across industry: digital transformation. Lockdowns and similar changes in our behaviours drove a massive increase in demand for online services and this demand is now unlikely to return to pre-pandemic levels.

In reaction to this, businesses of all shapes and sizes are striving to make their existing business models increasingly automated and digital-first in a bid to avoid being disrupted. They are also disrupting themselves, changing their ways of working using data and technology in a bid to improve their products and services, remain competitive and create new markets.

Central to successful digital transformation is the effective use of data. The personalisation of online services is a key example of how data is used to generate AI that achieves this. Such initiatives frequently strive to place the user or customer in greater control, catering to them by predicting their requirements and subsequently personalising the service to them. Data is used to train machine learning models underpinning an AI service. The AI predicts the user requirements and configures the service to these requirements.

The desire to accelerate digital transformation programmes is a large contributor to the increased demand for data scientists and data science skills within industry. In 2019 the Royal Society reported a threefold increase in demand over five years. Subsequent year-on-year increases in demand have been at least 30 per cent.

So, what are all these data scientists doing and where are they doing it? At UST I work with Clients from a variety of industry sectors. They typically fall within the retail, asset management, banking & financial services and insurance (BFSI), manufacturing and automotive domains.

One of the fascinating things about this from a data perspective is the variation in which these sectors have so far adopted and utilised advanced analytics and AI. Asset managers for example generally use quite different forms of analysis and machine learning models than retailers.

There are also similarities across sectors. Customer personalisation is a common requirement and analytical pattern within a number of sectors including retail, insurance and banking. Supply chain optimisation has significant applications across retail, manufacturing and the automotive industry.

From our perspective, asset management is among our most advanced spaces for use of analytics, machine learning and AI. In addition, they are increasingly successful in implementing analytics and AI services processes that have been recognised by Gartner as difficult to achieve.

Asset management as a discipline has used data and analytics to inform investment strategies for a long time. As data scientists within these companies become increasingly adept with programming languages such as Python and R; sophisticated in the data science methodologies they employ; and ambitious about data they use to develop and test strategies, this trend is set to continue.

The retail sector, unsurprisingly, is relatively advanced when it comes to using machine learning and AI. Data-driven loyalty and customer reward services were introduced back in the early 2000s, and since then due in a large part to increasing competition data innovation for customer personalisation, among other use cases, has been significant.

While the retail world can be complex, we are seeing significant growth opportunities where advanced analytics and AI across supply chain management can be implemented, along with omnichannel infrastructure.

Innovation within banking and financial services is being largely driven by online fintechs and open banking.

Given their nature of growth from startups to more established SMEs and beyond, the challenger banks have the advantage of data-driven approaches from the get-go. Unlike larger, incumbent retail banks, they do not carry legacy systems or years of technical debt. Challenger institutions have been quick to realise the benefits of innovating with data and AI.

Open banking has brought with it a greater innovation opportunities for using banking data. These include developing new products and services, delivered as apps straight to mobile devices.

As a result, there is pressure on the long-established banks to evolve, adapting to meet the requirements of customers who expect information and services to be immediately accessible 24/7. The large retail banks are innovating with their data more than ever before.

Retail insurers are yet to face the same pressures to evolve in the market as retail banking. But this doesnt mean these requirements are not present. For example, the growing gig economy is driving the need for small business insurers to supply personal indemnity insurance weekly, daily, or even hourly, going beyond the current standard yearly premiums offered by larger insurance companies. These incumbent insurers have similar legacy systems and technical debt as the large banks, and as a result response is slower to the changing needs and expectations of customers.

New products and services in the insurance space are commonly being developed by startups and SMEs. These often require deployment of predictive analytics due to costs of insurance products and services being underpinned by the relative risk they carry. Like the challenger banks, insurance startups and SMEs are less encumbered by technical debt than their larger competitors, cutting time-to-market.

Realising this trend, larger incumbent insurers are meeting the challenge of innovation in the same ways as the large banks: through acquisition and data-driven product and service development.

Prior to the pandemic, data science and the associated development of AI-driven services was probably close to the bottom of the hype curve. These are complex subjects, difficult to scale and gain a return on investment. While the complexity remains, the past few years have seen an increasing maturity within enterprises to be able to productionise and exploit AI to their commercial benefit. In my view, we are the tip of the iceberg the pandemic has significantly accelerated the pace of development, and there are many more digital transformation programmes on the way to yielding streamlined and improved services. Chief experience officers (CXOs) across industries have realised that there is no going back, investing in the data strategies and associated data development to put them in a position to remain competitive with their peers, as well as developing new digital products and services.

Some of the most beneficial use cases of data science in MSME sector is in price optimization for a product which it decides based on an analysis done keeping all factors in mind and which isnt too expensive for the customer but that the same price is nominal enough to survive in the competitive market. Earlier we saw how it helps with supply chain management, but apart from that it also tends to save time for warehousing process where it automatically suggests how to stock goods, saving time and space, and keep a constant track of items to be re-ordered so there are no stock shortages.

A famous example of where Data science is brilliantly used is in making of Rolls Royce. The prototype is only finalised if it matches the excellence criteria and that is achieved through analysing terabytes of data extensively using the AI and Data Science tools. Similar process is used in manufacture of BMW, where they use data analytics to understand and act on any loopholes or faults they find in prototype, hence saving millions of dollars before releasing anything into market. These experiences can be quickly replicated in manufacturing, contract manufacturing and product engineering in small scale sector.

In India, there are several MSMEs engaged in pharma and chemical business data science can help them in quite a big way in managing quality standards and to ensure that drug efficacy is not compromised. According to an experimental study, just by introducing roughly around 9 parameters, the yield for vaccines has seen to be improved by over 50% it is a great accomplishment in todays time.

With resources being at stretch in this sector, often a question arises in the minds of the owners / managers about costs and risks of such endeavours : the good news is, most of the softwares used in data sciences are free, even computing for a test-drive can be absolutely free (may be at a little cost of a few thousand rupees) by cloud services providers, the possible upside of the work is way larger than the risk/downside of the failures. The data can be used as companies leverage with developing a correct big data strategy, as not adapting to the big data revolution might leave those businesses at a disadvantage. The AI trend will be high yielding for MSMEs if they have a vision and patience to achieve long-term success.
